Javier attended Montgomery College where he obtained an A.A. in International Business in 1991. He also attended the University of Lima, the University of Maryland Global Campus (UMGC fka UMUC) where he studied business administration.

Fluent in both English and Spanish, Javier moved to the Washington area from his native Peru in 1985 as his father was sent on a diplomatic mission to the International Defense College at Fort McNair.

On his free time, he enjoys windsurfing, soccer, tennis, spending time with his family as well as playing board games with his daughter Francesca.
